CCS [Central civil service] conduct rules 1964

CCS Conduct rules gives under item 2(1):
A Government servant must
(i) maintain absolute integrity;
(ii) maintain devotion to duty; and
(iii) do nothing which is unbecoming of a Government servant.
Are these clauses justiciable.
If i am a Government servant, can my higher administration take disciplinary action on these grounds? How severe will be the penalty? Do they need to prove or i am the only one to prove my innocence? How do I prove innocence if i am charged due to mala fide motive of my boss?
if you are a government servant and in government services, the govt. servant must be following the government rules and in question of innocence, you will held responsible to prove yourself that, you are not involve in the allegations or not liable or you are not legally entitle to make any answer or responsible for any allegations and after study your case then will decide, how you will prove with evidences regarding the malafide intention of your boss.
