Can we ask for salary increment on the basis of RTI report

We are a set of people working in Local Self Government Department, Kerala as contract employees. Our salary has not changed during last 4 years. During the last salary revision (Feb 2016) of government employees salary of contract/daily wages staff were also revised (G.O 136/2016 finance) but the our post was not mentioned in that order. One of our group filed a RTI about our category in that order and got reply from finance dept that we can be considered as category 3 in revision order. So we cant ask for a salary hike on the basis of RTI reply. What we need to do to get this RTI reply as a solid proof like G.O so that we can claim our increment in our office.
