Can the authority modify the requirements after the appointment

Sir, In a government college in Silvassa, UT of DNH , some permanent assistant professors are appointed in 2011 the advertisement of which did not mention age or category. NOW THEY SAY THAT THEY HAVE MODIFIED THE RECRUITMENT RULES. Is it possible? Are the appointments legal?

Dear sir
Recruitment rules can never be changed after advertisemnt has been issued inviting application based on such rules.

The recruitment rules can only be changed once the process of recruitment has concluded.

A petition against this will have to be filed before the high court.
