Can mother claim father's pension after withdrawing PF balance

my father doing job in company for a period 01.04.1997 to 27.05.2003, thereafter he resigned the job and not doing any other job. later on he died on dated 17.02.2008 due to heart attack at home. after death we withdraw there pf balance, but pension fund balance will not withdraw due to non awareness. now the following queries arised: 1. whether my mother avail the pension from pf department, or 2. whether we withdraw the pension fund
