Can maternity leave be granted without receiving of govt circular

Maternity benefits act has been notified on March 27, 2017 and is supposed to be applicable from April 1, 2017. My employer is denying me 26 weeks paid leaves from June 1, 2017 onwards on the grounds that they haven't received a written circular from the government. Is that a valid ground? What can I do to get my rightful 26 weeks paid maternity leave?

Dear client,
It is wrong to feny the baluable fruits of employee on the very ground of knowledge.... it is important to them to be knownfull to the acts of government and laws.... to you i would suggest to get the amended act downloaded from the website and give it to your boss.... or else you may complaint it to the next superior officer for the illegalities with proper suporting documents

You serve a representation upon them stating that since the act has already been notified, they cannot wait for the issuance of any notification from the concerned government on the subject before they start implementing the New Act. Hence, they are bound to give effect to the provisions of the new act, even in absence of the said notified. If they fail to act upon your representation, file a writ petition.
