Can govt give reservation benefit in Gazetted Class II onwards

I'm concerned about Promotion in Lecturers category, School Education Department, Govt of Haryana.It is a gazetted Class II post in Haryana.Pl answer these points where I intend to sue the govt.I'm general category candidate. 1. Can govt give reservation benefit in Gazetted Class II onwards though H.C. and Apex court already have denied it, to the best of my knowledge? 2. What is the basis of fixing up seniority of a govt employee-(a) Date of joining at initial post or (b) Date of offer of appointment. Pl advise also where should the petition be filed for immediate relief. Thanks!
Reservation for promotion to Class II posts is permitted. As regards the date of seniority that depends on mode of entry ie by direct selection/promotion or transfer. If it is direct recruitment then seniority is fixed as per the rank in merit list, it is neither by date of offer nor by date of joining. In case of promotion or tfr it is different.
