Can employer make 60 percentile compulsory for getting a job

Hi i am one of the job seekers belong to general category i am appearing for bank job from last one year now all government banks asking 60% in degree for general category all private company asking 60% in degree now government org also asking 60% if all do this where i have to search job as i am belong to unreserved i am not getting fee exemption at least can i legally do any thing in this percentage issue (sir i know not getting 60% marks is my mistake only but if government also avoid us what we have to do )
