Can employee not disclose information about his previous employment

My friend is a contractual govt employee his office dont give NOC for new job so he dont inform he is inservice to new office he resign previous job and join in new job as a fresher can have any problem for him he dont want any benifit of prevoius job plz reply
Most of the companies have their own policies that they are supposed to collect the documents from the new joinee's as a proof that they have worked with the previous employer as shown in C.V while approaching their company.
