Can contract labour be made permanent on the principal employer roll

Is there any provision in said law for contract labour will be permanent labour on the principal employer roll.
The Hon'ble Supreme Court has cleared this position in Uma devi case that any contractor employee or and daily wager or temporary worker who has not been recruited through a normal general procedure even if he completes 240 days or more, he cannot seek permanency
