Can college keep the certificates of facility

do the engineering college management have the right to keep the certificates of faculties
A certificate is the personal property of the student or the person concerned. The College can verify and if necessary, keep a copy of it. But they do not have any right to keep the original and use them as a bargaining chip. Such an action amounts to extortion. Unfortunately, this is a wide spread abuse and not only, the Colleges but private companies are resorting to this arm-twisting.

management can have a lien on the certificates of employees, till they settle the financial obligations to the management . however contracts for personal services cannot be enforced using such tactics.
