Can an employer ask for a Rs. 15000/- cheque as surety?

I am working in HR . i want guidance regarding , employer as for surety cheque with an agreement or appointment letter for 1year. is it legal or illegal ? please guide.

You should sign a cheque of Rs.15,000/- along with a covering letter stating that this money is in the nature of surety given to the employer as security for securing your job and it is a debt which he owes you. You should take signature of your employer on the xerox copy of the cheque along with the xerox of the covering letter indicating that he has acknowledged the deposit of the cheque.

My query is what your employer going to do of your cheque. How your cheque would work as surety to your employee. It is not illegal but it is irrelevant as surety is concerned.
Surety is required in exchange of what?
