Can a teacher of aided institutions be promoted and transferred when ?

Sir, My father is a teacher under in an aided educational institution in Bannur, Mysore Karnataka. He is working in the school since 28 years. Now his service is Oly 18 months left and the management is preparing for his transfer to other district. He is not well and had undergone treatment for depression. He is advised not to travel. And he is given reason as promotion as head master and transfer to other district. Actually he was senior in the Yeta 2014 and was eligible for head Master post but the management secretary did not promote him and was saying he would do it soon but did not abide. Now when his service is left with only 18 months he is being disturbed by taking money from other person to give head master post to that person in my father's place. Can my father be promoted and transferred to other district now? Can he claim for compensation for not giving promotion when he was senior? Please give any advice to cancel this order and stay in the same place for another 18months.
