Can a rule be implemented before approval ?

On 03/12/2014 an advertisement was published by iitg for various categories(all the posts are permanent). One of those categories are junior technicians. Before this advertisement the upper age limit for junior technicians was 30 years but in this advertisement it was increased to 35 years. Through an rti filled by me i came to know that the relaxation of upper age limit was approved on 19/12/2014. My question is can a rule be implemented before approval.
Ordinarily not, but this is a minor irregularity which they can rectify by readvertising or by asking the applicants to reapply for the post and validating the applications received after 19/12/2014. But if the Recruitment Rules provide for a certain age limit, then change in the same will require an amendment and the same cannot be simply changed by an official approval.
There will be a special provision in the Rules for the same and one has to see if the same has been followed or not. Therefore, the RTI application has to be submitted seeking detailed particulars to know the actual state of affairs.

The law/rule will be implemented as soon as it is approved by the concerned department/authority and then afterwards it becomes public.
