Can a PSU hire without prior intimation

Can a government psu like Ircon International Ltd conduct interview for the post of Assistant Engineer S&T without prior intimation to the candidate? The results were published in their website on June 8 and interview was scheduled on June 28 with no personel intimation to the shortlisted candidates. Also prior information regarding result publication date was also not given.
The PSU has the obligation to inform the candidate; it amounts to unfair practice and denial opportunity if the candidate has been adversely affected because of this failure on the part of the PSU....
