Can a person from unrecognized board be hired for employement

We have selected a candidate, His Graduation is from a Government University, but His Class 12th seems to be from an unrecognised board, so can We consider Him.
If he has done his graduation means he must have completed his 12th Class. If you are able to recognize it is from unrecognized board then verify about the information of that board and its credentials. It can be find out through many source or otherwise ask the candidates to provide the clarification before considering him. Why you have selected when you have such doubt ?
