Can a employee get advantage of rule with retrospective effect

Whether a contract appointment in central government, as per rule( of regular appointment) with pay scale and annual increment continued for 20 years uninterruptedly in a sanctioned vacant post can be regularised from the date of appointment?
It can have retrospective operation if provided by statute. You can file a Right to Information asking the same question and see what the concerned department gives you the reply, after which you can come to the court seeking your rights
