Can a contractual govt employee file PIL against govt for nonpayment

I am a contractual employee in education deptt, govt of odisha, but me other employees like me are not paid according to the govt rule " same work same pay." can i file pil against govt of odisha.
service matters cannot be a matter of PIL. you can go for Tribunal for adjudicating your grievance. contractual service has special importance. if still have any problem or any queries you can contact me directly.
