Benefit in Case of Disablity in service period of Govt. Employee

My Grandfather is an Employee of Bihar Electricity Board (Permanent). From last 3 years he is in Medical leave because of his Disablity in service period, & not in a condition to perform his duty, then what should he do & what is his legal rights? Can any dependent join job in his place? Please suggest?
A dependant can only join job in any person's place when he/she passed away and there is a clause in their service contract of providing job to a dependant on compassionate ground.
Therefore, a dependant can join the job on a compassionate ground only.
My personal suggestion is to take VRS i.e. early retirement if he is not able to recover. If he recovered he should join the job soon. Plus, he didnt get pay for the medical ill period , he can claim for it in appropriate jurisdictional court for the recovery of unpaid sallary.
