Authorities denying to make death certificate what can we do

Respected Sir/Mam My father was working for a company in khanna.he got expired when he was on duty at orissa.he had gone there for official work.we have registered his death ceritificate but the keonjhar district municipality is not giving us death certificate...it was about 5 months they make lame excuses,switch off there mobile no's.we are 2 sisters studying in school..we cant go there.our realative hlp us.butnow it is not possible to go there often because it is too far from khannaa. the employer is also not helping us.khanna municipality is not making his death certificate what'ld we do.
1) Without cremation certificate you would not be able obtain death certificate from muncipal corporation
2) you have to contact the person in charge of the manijarnika ghat where last rites were performed
if still they dont provide you the certificate you need to complain it with the higher authority.
