Arbitrary promotion in violation to promotion policy

Bank arbitrarily conducted the promotion exercise in violation to its promotion policy. It left many eligible and deserving candidates left out of promotion exercise. Inspire of having promotion policy in place bank chose to use it's discretion in choosing candidates. Can legal help may be sought?
Yes... but it is required to be proved.... Issue them a legal notice first with all documents.... ensure that specific statements are made.. try to avoid any baseless allegations... being in employment.. one should adhere to the protocol.

an appointing authority has discretion of choosing conditate for promotion however they cannot overlook their own promotion policy for any reason.
In such scenario High court can issue writ against government/PSU/co-operative banks ,hence you are adviced to submit a representation before the concern authority and if no action is taken then move before High Court under article 226 of constitution .
