Appointed as L.D.C. but working as Stenographer for the last 23 years

I am Central Govt. employee. Appt. as Lower Div. Clerk on 07/1991. Since 07/1993, I am attached with various Head of Office and working of Steno. Gd-2 on regular basis. I was paid salary of LDC. I filed case in CGIT/LC. Judgement in my favour with post of Steno and backwages. Deptt. moved Delhi High Court, stayed the Award stating W/M lying and looking after work of LDC. Many letters written by my office to Sr. Mgt. officials acknowledged that LDC is performing the work of Steno. Now as on date I have completed 23 years on regular service on the post of Steno. Kindly guide.
It is very difficult to advice only on the basis of your plan statement, any ritht judgement can be gjven after scrutinizing your documents. It woild be great and appropriate to you consult any good advocate.
As stated by you the Delhi High Court has stayed the award of CGIT/LC. The matter is sub judice and therefore you have to wait for the decision of High Court in your matter. Ideally you should have moved the CAT since you are covered by CAT Act. Nevertheless wait and see, the submissions by the State in appeal are mere submissions which needs to be accepted by the High Court. If HC decides against you an appeal shall lie in SC.
Hi, the administrative law has a wider scope on this issue but a fact of the matter is you were appointed as LDC and I don not know if you have appeared in any exams/acquired higher qualification, however since you have already had the order in your favour which is stayed by DHC. You need to share more details with us like an order of CGIT/LC and of Delhi High Court.
