US H1B visa is pending with 221G status

My H1B visa was filed in the year 2020 but due to covid, US consulate offices were closed & resumed in the year 2022, after that I booked visa appointment & went through visa interview.During interview, visa officer asked me to show client letter but I couldn't provide so they gave me 221G yellow slip.They told me to submit petition documents, LCA,I-797 copy & client letter to their mail address. I have all the documents but don't have client letter, Now Manager/Client is not ready to provide client letter,kindly let me know what needs to be done.shall I proceed with submit documents except client letter?will my visa application gets denied if don't submit client letter? Or search another job & ask another employer to do H1B transfer.
Well, you should search another job and ask other Employer to process what you call as client letter for your H1B Transfer. Without Client letter or endorsement from your Employer, you won't get H1B Visa. US is quite clear about this policy.
