Validity of Notary Marriage certicate for Law purpose

Hello, just wanted to know the difference between Notary signed Marriage certificate and Registar cerified Marriage certificate. One of the friend of my sister has created a notary signed marriage document. In that he has added his name and my sisters name. So is this document a legally binding marriage agreement? My sister has already got married to another person.We have got the Certificate of marriage from the Registar of Marriage. So now can we directly speak to the police station and get the case closed? Or should this be routed via court. As per our knowledge there is no FIR filled by the police

Dear Sir,
If there is no FIR then there is no case. Any marriage either notarized or not will have its own weight before the Court. Bigamy offense will attract.

Section 494 in The Indian Penal Code
494. Marrying again during lifetime of husband or wife.—Whoever, having a husband or wife living, marries in any case in which such marriage is void by reason of its taking place during the life of such husband or wife, shall be punished with imprisonment of either description for a term which may extend to seven years, and shall also be liable to fine.
