It is illegal to marry a girl below the age of 18 years, unless none of the person around you give a complaint to concerned authority. Even if the complaint is given the authority who is the District Collector will enquire with the girl's parent and if the girl's parent say that the marriage was held with their consent, then they will warn you and ask both the girl and the boy to live separately till the girl attains the age of 18 years. Registration is not mandatory in HMA, so you can go ahead with the marriage.
