Legal action in case abused by neighbour and police not taking action

My father and myself were verbally abused for about 2 and a half hours that too in front of the local police by our neighbour's relative on a matter which was already settled, he (the relative's relative) came and started showering hell lot of abuses to mynfather when i (daughter) was with my father, i didnt know what to do at that time and called up the police to stop him from doing so as i guaranteed my father not to take law in his hand as the police would do the favour,bt to my shock, the police came and remained mute spectators in front of that creature who was constantly abusing for 2 hours or so. I really dont know wht to do now.
