Husband is irresponsible with the family. Harassing mentally, doesn't

I've a sister who got married in 2016 Feb & have one boy who is 3 yrs old, she has a problem with his husband who always lies, irresponsible about family & he kept almost 15lac loan from his salary after marriage to till now. Unfortunately she got to know that in a mail which he hided from her. Since April she is at mother's home her husband forced her out of the house. Till now he doesn't send any money to the wife or the child.one or other he always complains about her & keep her at her mother's place. My sister wants maintenance to take child responsibility on her own. What can she do ?
the neglected wife (your sister) has a right to maintenance from her husband. She also can act as natural guardian to her children and can claim the maintenance on behalf of her children. She entitled to get maintenance for herself and for her children by filing a petition for maintenance in an appropriate Court of Law.
