How to legally order torturous brother to stay away from home

I have constructed a house of my own and my brother also requested me to stay in same house, and for 15 years we were staying together. Now due to family issues, we are not in good terms and when asked him to vacate my house, he revolted and says that that house belongs to my father and he has share in it and will not vacate.. When village elders asked him to vacate, he vacated house and stayed outside for 2 years. But now, he is back to house when I am not there ( I am an NRI, staying in Dubai) and started living and threatening my family members.I have contacted Police too but they did not act saying this is a Civil related issue and they will not do anything. Moreover, my brother has some political links and due to that, he is a kind of threating to kill if he is asked to vacate house. In this regards, I want to approach the court at hyderabad and file a petition so that Court can give an order to Police to file case and vacate my house?
