Fake promise of social marriage

I am in a relationship for 8years. We got legally married before 1 and a half year. We planned for our social marriage in the month of november 2018. Now my fiancee do not want to marry me rather he is saying that he will not be coming on the marriage date. Can anyone suggest me what legal step should i take against him?
i am sure if you have married 1 and a half year ago, you have done the same under special marriage act registration process, if that is so, as per the law, the marriage is complete upon signing documents which does not need social marriage.
