Can a partition deed be fulfilled without the approval of one party

Religion: Hindu There are total 4 heirs but partition deed is only between 3 as the rest one is not at all willing to make deed . Will the deed be valid and can be registered if 3 of them sign.
Normally the law says all the legal heirs have the right to get the property equally but now a days in india the male heirs do it for their own partition here the female heir will not get any part as they internally accepts but in your case either male or female one from four did not agree then that is a not valid, even if they got registered with and the other person can sue on them.
