Can a govt employee in his will allot govt facilities to mother?

Is a govt employees write a will in which the govt facilities after his death goes to mother while his wife is alive n his father is a retd govt employees n taking pension. I m Hindu.
It is a cardinal principle of law that a person can bequeath a property(movable/immovable) in which he has right or title. From query it is not clear whether title vests in the person who wants to write the will. If title is not transferred to the person by, he can not right will with regard to those govt facilities.
