Can a case be filed against father in law for maintenance

Hi This is the case of my mosi. Her husband drinks very much and they have reached a face where he has lost his job. Now there is no source of income and they have kids to manage for their studies. Her husband is not at all serious about this condition and she is alone and meanwhile we are taking care of their expenses. She is asking her husband to talk to his father but they all are taking no steps for children. Father-in-law of mosi is not giving any material help to them and being very rude to them. Please let me know if we can charge case against them.
The liability for a wife falls on the husband only. However, if she has reached a situation where she is not even able to maintain herself and her kids and the husband is not earning then she can file a petition under section 125 Cr.P.C against the husband and his father together for maintaining herself and her kids.
