Where and how to make complain against the first posted munsif.

After hearing nine months munsif hasn't disposed the case before his transfer. There is no opposite party present in the case. So I want to make a complaint. I want to know where and how to make complain.

file a writ petition before the hon'ble high court and get a direction to expedite and dispose of your case ex parte in the absence of the opposite party. The opposite party has also lost its chance to file written statement within 90 days with further 30 days grace period from the date of the recopt of the summon and make appearance and their defence should have been strucked-off by court.
