What to do if college is not giving me my certificates

I am first year engineering student. I left college 1month ago. college is not giving my sslc, pu certificates they are asking me to pay full 4 years fees in order to get my certificates..
It is your fault to discontinue the course
The college is not responsible for your default
College gets the seat allotted through the process and thus assured of its fee
If not you some other student would have had the benefit and paid the fee
Now the college cannot allot the seat to any one
Pay the fee as per rules of the college and get back your certificates
