What are implications of Occupational Certificate not being available

I am purchasing a flat in Dadar Parsi Colony, Mumbai. I have got all the documents and my Bank is ready to disburse the loan. However i do not see Occupation certificate in those set of documents. The completion certificate from Municipal corporation is shared with us. Should there be any legal hassle.banker is saying CC/OC can be used interchangbly. Please guide us. what are implications of OC not being available.
It is legally not permissible to give or take possession of the flat unless the builder has obtained OC. If the builder is not able to get OC means either there is some violation made by the builder which he is not rectifying the defects. If there is no OC in place then BMC may not give you water connections etc.
