Transfer risk and liability without transfer the name of owner

I want to give my vehicle to my relative without transferring owner's name. But I want to transfer all risk and liabilities of any future events regarding vehicle...should I do it??
As per the latest supreme court judgment all the liabilities arising out of motor accidents will be borne by the person in whose name the RC documents of the vehicle is so it is advisable that you need to transfer the vehicle in his/her name to avoid unexpected liabilities which arise out of his/her acts.
