Time required to get marriage certificate under special marriage act

We got married last year December, my husband is Muslim. We applied for the special marriage act, we got NOC LETTER. My husband is working in Kuwait, in Kuwait they made some new rules for engineers to write exam then able to get the work permit, so he can’t able to come to India on time, so we couldn’t get the certificate on time so the registrar ask to apply it once again. I also wish to go to Kuwait without marriage certificate I not able to go. He will come next to India, can’t we get certificate in 1 week. Kindly suggest it.
