Procedure to get Commencement certificate

There are three different block in the project, I have purchased apartment in block A which if almost 40% complete and for block B they are doing pillar work and for block C the work is still not started. The land comes under KIADB and the builder is saying once pillar work for all three block are done then only they will get CC. I want to know the correct procedure.
You may approach the KIADB and seek clarification
