No Identity Cards for my Mom what to do to get an Aadhar Card what to

My Mom ( age 52) does not have any ID cards handy, she had one voters ID card at the age of 35, but she lost that card as well. now she does not have any Valid Address or ID proofs. looking for best options to apply for Voters ID or Aadhar Card.
She currently have a certificate from YMCA ( where she is residing now) and a school extract certificate.
school extract can be used for opening a bank account. thereaftr u can secure either a Pan. Thereafter check in at ur nearest Akshaya Centre. also hav ur local panchayat member or collect voters list where u can spot her voter ID. Then through akshaya under any of the above said medium u can log to Aadhaar portal through Akshya
