My batch fee amount too high as compared to last batch what to do

Sir, i am completed BE., marine engineering in 2017 academic year.my fees amount is 3 lakh per year.This is 4 year course,so my total amount of fees is 12 lakhs.i have paid 9 lakh 50 thousand by selling my agricultural land,the remaining 2 lakh 50 thousand wasn't paid due to my poor financial background of family. Fees structure for my batch(2013-2017) is 3 lakh per year,but fees structure for my previous(2012) and after(2014) batch is 2 lakh 40 thousand only for per year. so, my batch fees amount is very high when compared with previous and after of my batch.now, i cant get my certificates. is there any way to reduce fees amount for me??is there any way to get my certrificates?? [NOTE;other guys from my batch paid them fees.i am only cant able to pay my fees]
You can proceed legally against your institution, provided the details you have given are true. You must be able to prove that the fee structure of the other batches are lower than yours. If you have the necessary proof, then it is easy.
