Is marriage notary is valid or not?

My sister got married on 2013(my sis is SC religion) (bava is Hindhu Devadiga) that was a love marriage,it was a critical situation for us to do the marriage at that time so all of sudden we did it in some court for registered marriage but they have given it notary but we dono it was notary at that time now there is problem in my sister life as it was different language,religion marriage so from other side they all are creating problems that it is not a marriage and even sister husband is on their family side so all are telling that they need registered marriage certificate to settle this problem, so is it possible to convert the marriage notary to registered marriage certificate and get justice for this problem sir.
Hi even if the marriage is solemnized amongst many witnesses on the roadside it is legally valid provided that later on it is registered as per the marriages act. However as now there is some issues in the family and the husband is not favoring for the registration of marriage and creating issues, then please approach the Hon'ble court to seek its intervention to summon the husband to solemnize the marriage by the court.
