If 2 people in familyhave same name dob and father name is it illegal

Hello sir I have a query that if two person in same family share common name dob and fathers name is it illegal or if one of them wants to change their name now is it possible to change name in all documents without affecting other plz help me out in this matter as Pan card number of both person are same
it is not illegal because any individual can bear any name or DOB you can change in the name of your`s in certificates without affecting the other the procedure is mentioned in my other replies kindly refer the same for help
