Can wife change the names of children when she has physical custody?

Hi. My domestic violence case is going on in Delhi. The custody has not been granted yet though the physical custody of children is with me. Is it possible that I get the first and last names of my children changed now? What is the legal opinion about it?
Without the written consent of natural guardian i.e. father it is not possible as per law because a court decree shall be required for initiating Gazette Notification in newspaper regarding name change. Gazette Notification is a valid change of name for all future purposes. It is advised to get it done amicably with father's consent to avoid future hassle.
