Buyer not transferring the vehicle in his name, what to do

I handed over my sons bike to the local mechanic for sale.He handed over the vehicle and RC book against a take over receipt against my instructions and not even taken our signature in the document to transfer RC. I contacted the new buyer several time over his mobile. Initially he told some excuses now he is not cooperating. I approached the police but they refused to register the case. I sent the documents to the RTI by registered post and kept the ack. What else can I do now to escape future trouble

The risk is if if the buyer misuses the vehicle for any criminal activity or if the vehicle is involved in any accident causing death or injury to third parties. To safeguard your interests, apart from putting the RTO concerned on notice, issue a newspaper publication giving full details about your vehicle and the new buyer and disowning any future liability.
