Husband torturing to give divorce decree or appear in court

Filed fir divorce in January .husband absconded with kids.threatened to torture but not give decree as he fears I will remarry.I'm not claiming for alimony for fear of his notorious ways .eed a decree at the earliest .he hasn't appeared in court even once.used his influence and money to pay off police .he's an ex airforce person from haryana Delhi border .I'm from pune.he's dragging the case trying to transfer it to Delhi.I need my kids but scared of his emotional torture .
Dear queriest, before he files a case there or transfers the same you need to file here in Pune for custody of your kids and also divorce if you want. secondly if he torturing so much then you can go DOMESTIC VIOLENCE and file a case against for the same. you need to take some severe steps to stop even though he is ex air officer or whatever
