Hello,

Write a letter to the principal of the college describing about the problems you are facing and your intention to leave the college. Offer to pay dues if any of the current year. The college authorities do not have the right to withhold your certificates. If they are not allowing you to leave the college despite your following the terms and conditions, send a legal notice to them through a lawyer and if they do not come to terms, approach consumer forum and file a complaint. The college cannot with hold your certificates in the event of you opting to drop out of college on account of financial problems.
Please write a letter to the college with a cc to Telangana/Andhra Pradesh State council for Higher education and your problem will be definitely resolved.
