How to get divorce from abscond respondent? Already filed a case

I had filed divorce case against my wife on 2011. But case dismissed on 2014 due to unavailability of both petitioner and respondent.
But my wife went to abroad and settles there from 2013. How can I get divorce in this situation
To restore a suit or appeal or application for review or revision dismissed for default of appearance or for want of prosecution or for failure to pay costs of service of process or to furnish security for costs. ... For the payment of the amount of a decree by installments.
