Can the passport be restricted for going overseas

Hi, My husb has filed a divorce against me . We both returned to India in 2017 and we both have a valid visa till 2019.I am the second applicant. Now he filed a divorce and wants to run overseas.Is there any rule so that overseas can be restrained.
Once a LOC (Look Out Circular) is issued by the Police Authorities against any person involved in a particular offence, then in such a scenario, it impliedly restricts the liberty of such individual to travel overseas. That is one of the ways of restricting an accused/individual from travelling abroad. Feel free to contact me for any further help.
