Intention or mens rea rquired in cyber crimes or not

I wanted to ask whether intention is necessary for a cyber crime or is it a strict liability crime?
You have to be more specific as to what section you are taking about. Entire statute cannot be put under the umbrella of mens rhea of strict liability its the sections and definition of the crime in the statute that are carefully defined with focus on whether these crimes require a guilty mind.
