Harassment by a person living in a foreign country

Respected lawyer A person has been harassing a girl since 4 months ,and he did viral a nude picture of that girl by editing(croped her face from a picture and inserted to a nude girl's body ). And he is Indian and living in Dubai as a employ(electrician) .And he also abused her elder sister through whatsapp . My questions are. 1- can i lodge FIR from India to UAE against culprit and will UAE government take action against culprit according to cyber crime law . 2- can culprit will be jailed , then approximate how many months he will stay in jail for abusing a girl through electronic mean.
Dear Client, yes he can be prosecuted as per the indian Cyber Crime, if he is indian citizen then actions against such person could be easy. This offence is non-available offence, cognizable, however, after six months may be granted bail. Contact for more detail and for institution of case against.
