Cognizable offence and it's effect on government job

My friend was stalking a girl , later her father called him, abused him and said he will file a complaint, my friend apologized and said it'll never happen again. Later a person called saying he is a police officer and said a complaint has been registered against him but no one came to interrogate him or called him to police station. It happened in 2014 and he was 17 years at that time.. currently he is preparing for govt job..will it affect him.did they really filed a complaint

The simple answer to your first Question is No. It will not affect the Government Job.
The answer to the second question,if they have filed a complaint or not if an FIR is registered or not and if it is open or closed, the status is known only the victim and the Police will know as of now.
Whether or not he has a case against him it will not have an impact on his Government job. Yes,you read it right ,even if an FIR is filed against him for this incident ,he can prepare for the Government job.
